Job Description :
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 9,000 diverse professionals and knowledgeable experts.
The NYC DOC seeks to recruit a Director of Interventions and Special Population Services. who will be responsible for creating a mechanism for feedback and insight into the dynamic issues affecting those in NYC DOC custody. This Director reports to the Assistant Commissioner of RMAS/Counseling Services within the Division of Programs and Community Partnerships. The Director will assist with specific tasks that fall within the Programs purview. This Director may monitor the overall living conditions, quality of care, and access to programs and services for all people in custody. The Director reports their findings to the applicable entities and proposes avenues to strengthen care. They will oversee elements of our Restrictive Housing and Supportive Structured Housing Units (alternatives to punitive segregation) for adults and the emergent adult population (18-21 years of age). Within their role they will ensure the Supportive Structured Housing Units are upholding policy and programming mandates. This Director will be responsible for supervising staff who facilitate interventions, which may include gathering key family members and stakeholders to address disruptive behaviors as a tool to help a person in custody work towards pro-social behaviors. Lastly, this Director will oversee the implementation of directives and policies that impact the Counseling Services Unit and will assist in communicating to uniform and non-uniform staff regarding policy updates or compliance.
Duties include but are not limited to the following:
Supervises Program Manager(s), Intervention Specialists, and other staff as assigned;
Evaluates and makes recommendations regarding institutional correctional rehabilitation programs, policy implementation and access to services;
Manages and oversees the Department’s efforts on facilitating family-based and behavioral-focused interventions;
Manages the Counseling Services Unit crisis response and preventative support efforts;
Investigates any matters raised by individuals in custody, with a focus on the emergent adult population, to promptly obtain a resolution;
Reviews and submits reports and charts as required;
Collects and monitors data related to unit performance and metrics;
Assists with the completion of special projects as designated by the Assistant Commissioner of RMAS/Counseling Services within the Division of Programs and Community Partnerships;
Minimum Qual Requirements
Qualification Requirements
1. A baccalaureate degree from an accredited college, and four years of full-time experience in corrections, social work, psychology, law, public administration, law enforcement, or a related field providing direct services to an inmate or detention population within a correctional or related facility, at least one (1) year of which must have been in a responsible supervisory, administrative or consultative capacity; or
2. A high school diploma or evidence of having passed a high school equivalency examination and six (6) years of full-time experience as described above; or
3. Education and/or experience equivalent to “1” or “2” above. Service as an inmate in correctional or related facility may be substituted for a portion of the required experience up to a maximum of two years on a year for year basis. A graduate degree from an accredited college or university with a major in social work, psychology, law, criminal justice or public administration which includes a field placement performing duties as described above, may be substituted for up to one year of full-time experience as described in “1” above. However, all candidates must have at least two years of full-time experience as described in “1” above, at least one year of which must have been in a supervisory, administrative or consultative capacity.
Preferred Skills
Master’s Degree in Criminal Justice, Social Work, Mental Health Counseling, Psychology or a related field;
Experience with Justice-Involved or other high-risk populations;
Supervisory Experience;
Strong organization and project management skills;
Ability to establish and maintain effective working relationships with all levels of correctional staff;
Ability to exercise independent judgment, prepare written reports and documents;
Knowledge of counseling techniques, behavior modification and intervention techniques;
Excellent writing, communication, inter-personal, analytical, research, problem-solving, and organizational skills;
Bilingual
