General Purpose

The current opening is at our newest college, Madera Community College. The successful candidate will be an equity-minded individual committed to collaborating with faculty, classified staff, administration, students and community partners who are also committed to closing equity gaps. 2021-22, we currently enroll over 8600 students in which 67% identify as Latinx, 8% as Asian/Pacific Islander, 3% as Black/African American, 17% as White, 1% as American Indian/Alaska Native, and 4% as multiracial/other
The Madera Community College is a Hispanic-Serving Institution, reflecting the great responsibility that the College has to the educational attainment and economic well-being of the surrounding community.

Under direction, plans, organizes, directs and integrates operations of the Public Information Office of an assigned college; works with the college President and the Executive Director of Public and Legislative Relations to develop strategic initiatives that increase public awareness of District and college programs, services and activities; serves as primary college spokesperson to the press and public; ensures publications and activities support student enrollment and enhance the District’s image; and performs related duties as assigned.

Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Plans, organizes, directs, controls, integrates and evaluates the work of team leads and assigned staff; develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
Directs and manages the performance of staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.
Provides day-to-day leadership and works with team leads and staff to ensure a high-performance, service-oriented work environment that supports achievement of the department’s and District’s mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
With assigned college President and the Executive Director of Public and Legislative Relations, participates in the development and implementation of college and Districts marketing, promotional and public relation activities and materials to support outreach, visibility, recruiting and enrollment management; participates in development of plans to achieve branding strategies; ensures publication are consistent with brand and image.
Plans, develops and implements college marketing strategies and marketing communications that advance the District brand and college goals; ensures that the college mission and vision are pertinent and visualized throughout the organization; conducts or oversees regular market research and tracks trends applicable to the college; develops, implements and monitors systems and procedures necessary to the smooth operations of the marketing and communications department.
Develops and maintains internal and external communications designed to keep college and District employees and the public informed of college events and accomplishments; activates and oversees emergency communications plans.
Ensures the quality, usefulness and marketing value of all publications, releases, advertisements and electronic media to enhance the college’s image; creates marketing campaigns for various enrollment and recruitment periods with special events.
Oversees assigned college’s social media platforms; determines how and when to post events to reach various audiences; oversees college-dedicated sports websites and related publicity activities; ensures websites and web pages are Americans with Disabilities Act compliant.
Develops and implements community outreach programs to ensure the college’s presence at events, conferences, schools and general meetings; prepares presentations and remarks for use by the college President or other executive staff.
Works closely with various departments and deans to support and promote their programs and services to the community and enhance external relations.
Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.


Serves as the lead media spokesperson for an assigned college.
Serves on committees and represents the college at various conferences, meetings, workshops and training seminars.
Plans and organizes special campus events and presentations.
Assists with District public relations programs and activities.
Performs related duties as assigned.

Principles and techniques of preparing, producing and disseminating effective media and public relations materials.
Communications and media resources and their most effective uses, including print, broadcast, web and social media.
Methods to create Americans with Disabilities Act-compliant files and electronic content.
Industry standard graphic design software including page layout, photo manipulation and enhancement, vector illustration, web page layout, word processing and spreadsheet programs.
District policies, procedures and practices governing budgeting, purchasing, accounts payable processing and related financial transactions.
Applicable federal, state and local laws, rules and regulations [including OSHA rules and regulations if applicable and copyright law relevant to the work].
Principles and practices of sound business communication.
Research methods and analysis techniques.
Principles and practices of effective management and supervision.
Principles and practices of strategic planning.
Basic principles and practices of organizational improvement and culture change.
Safety policies and safe work practices applicable to the work being performed.

Skills and Abilities to:

Plan and direct activities of a college public information office.
Develop and maintain positive relationships with the media.
Coordinate and direct the design, development, production and distribution of a wide variety of materials consistent with District/college branding and image concepts.
Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.
Analyze and make sound recommendations on complex public relations and marketing issues.
Work collaboratively with other College directors and managers and the community and provide expert advice and counsel to develop solutions to complex issues.
Organize, set priorities and exercise expert, independent judgment within areas of responsibility.
Develop and implement appropriate procedures and controls.
Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.
Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices.
Communicate effectively, both orally and in writing.
Understand, interpret, explain and apply applicable laws, codes and ordinances.
Represent the District effectively in dealings with the press and community.
Work confidentially and with discretion.
Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences.
Operate a computer and use standard business software.
Establish and maintain effective working relationships with all those encountered in the course of work.

Graduation from an accredited college or university with a bachelor’s degree in journalism, public relations or a related field and at least five years of progressively responsible experience in marketing, public and community relations and journalism; or an equivalent combination of training and experience.

A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.

The application review process includes an evaluation of training and experience based on given application information and answers to supplemental questionnaire. Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

The assessment process will include a written prompt (30% weight) and an oral interview assessment (70% weight). Passing score is 75% out of 100% on each assessment section.

Those applicants who pass the assessment will be placed on a Madera Community College eligibility list within ranks 1-3. Unless otherwise indicated, the eligibility list will be used to fill current vacancies for at least six months.
