The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
This functional title is responsible for supervising the review & approval of payment invoices and the corresponding child care attendance forms (ACS-1) within the VPU of Payment Services. The supervisor will also review/approve or deny invoices and attendance in ACCIS due to lack of staff. Invoices and ACS-1s are processed under general supervision, with some latitude for independent initiative and decision making. Effective sometime in 2022, Invoices resulting from ACS-2 entries will be reviewed/approved or denied in the same manner, but for daily TITO, increasing the payment processing time exponentially.
Typical duties include but are not limited to:
Supervises and reviews invoices and corresponding attendance forms (ACS-1) submitted by providers that is entered into ACCIS by VPU payment processors and also distributes them to payment reviewers who accept or reject them. Rejected invoices and ACS-1s are returned to the payment processor for correction
Invoices are generated from modified/saved phone entries for processing by this reviewing unit that approves or rejects them for correction
The same process will be applied to the ACS-2 developed to record daily TITO in CAPS Online by VPU payment processors. The resulting invoice & ACS-2 will be reviewed/rejected for correction
Performs related tasks, as necessary
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in “1” above;
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must possess the one year of administrative or supervisory experience as described in “1” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in “1” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

The attendance approver supervisor is required to be proficient with the ACS voucher payment system, ACCIS, the Automated Child Care Information System CAPS Online, and dashboard when developed in conjunction with the ACS-2 attendance form.

New York City residency is generally required within 90 days of appointment.
